Fuel tank unable to vent before opening
The tank still pressurised when the filler door is asked to open. On many modern vehicles the tank is sealed and held at pressure, and the module vents it before releasing the flap so fuel vapour does not escape at the filler.
If venting fails, the flap stays locked and the driver cannot refuel — which is the complaint, and it reads as a broken filler door actuator. The actuator is usually fine. The fault is upstream in the vent valve or the pressure sensor: a valve that will not open, or a sensor reporting a pressure that never falls. Listen for the vent operating when the release is pressed, and expect a short delay by design — a driver who does not wait may report a fault that is simply the sequence running.
