Leaking actuator seal
A seal inside a hydraulic actuator letting commanded pressure bleed past the piston instead of moving it. The leak is internal, so the fluid level tells you nothing — what escapes returns to the sump, while the actuator arrives late, weak or not at all, and the codes read like a tired pump or a worn clutch.
Heat and age harden seals, and a hardened seal fades when hot — an actuator that works from cold and weakens as the drive goes on carries the signature. Seal kits exist for some designs; worth asking before a complete actuator is priced.
