Open or broken wiring to fuel volume regulator
A break in the wiring to the regulator metering fuel into the high pressure pump. This valve controls how much fuel is compressed at all, so losing its command is not a degradation — the module cannot govern rail pressure and will refuse to run rather than guess.
So the complaint is a no-start with a healthy pump and a healthy regulator. Test at the regulator's connector, which splits the circuit in one measurement: a command present there puts the fault in the winding, absent puts it upstream. The harness runs to the high pressure pump, in heat and vibration, so inspect where it crosses the engine or passes a bracket — the break is usually mechanical and visible once the loom is opened.
