Stretched or binding throttle cable
The throttle cable stretched, frayed or binding in its outer. On a cable-throttle engine the cable is the only link between pedal and plate, so its condition is the throttle's condition.
Stretch gives free play, so the plate does not begin to move until the pedal is well into its travel and never reaches full opening — the complaint is a lack of power at full throttle with normal behaviour elsewhere. Binding is the dangerous direction: a cable that does not return leaves the throttle open, which is why a sticking pedal must be taken seriously. Check free play at the throttle body and that the plate snaps shut by hand, and inspect where the outer passes the bulkhead, which is where water and corrosion reach it.
