Wiring fault to pressure regulator
Damaged or high-resistance wiring to a fuel pressure regulator, degrading the control signal rather than removing it. A partial fault is harder than a clean break, because the regulator responds erratically instead of not at all and the module chases a pressure that will not settle.
The signature is pressure that oscillates around its target rather than sitting on it — a control fault, not a mechanical one. Measure voltage drop along the circuit while the regulator operates, not resistance at rest: that is the only test that finds a joint which is continuous and resistive. The connector at the pump is the usual place, since it sits in heat and is disturbed for every fuel job.
