The fine mesh filter inside the oil control solenoid that feeds a variable valve lift or cylinder deactivation actuator, clogged with sludge.

The screen is there because the actuator it feeds is a hydraulic device with very small passages, and a locking pin jammed by a fleck of debris is a cylinder head job. So the solenoid filters its own supply — and being the finest filter in the circuit, it is the first thing to block.

What it does when it blocks is the part worth understanding, because it does not look electrical at all. The solenoid still receives its command, still draws its normal current, and still clicks. What falls is flow, not signal — so the pin moves late, moves part way, or does not move at all, and the module reports a performance or stuck-off fault rather than a circuit fault. A control circuit that tests perfectly is entirely consistent with this cause.

It is also cheap, which is why it belongs early in the order. On many engines the solenoid can be removed and its screen cleaned or replaced for a fraction of the solenoid's price, and a long way short of the mechanism behind it.

The screen is evidence as much as it is a part. It blocks because of what is in the oil — extended change intervals, the wrong grade, or an engine that is making debris — so cleaning it without changing the oil regime buys a few months rather than a repair.
