Seized or damaged fuel filler door hinge
The filler door's hinge seized with corrosion or bent, so the door will not open even though the actuator releases it. It is a mechanical fault presenting as an electrical one, because the module can only report that its actuator did not achieve the result it expected.
The distinction from a failed actuator is audible. A healthy actuator makes a clear click on command; a door that clicks and does not move has a mechanical problem, and one that does neither has an electrical one. That single observation separates the two without any tooling.
Corrosion is the usual cause, since the hinge sits in an aperture that collects water, road salt and grit and is never cleaned. A door forced open when frozen or seized is the other route, which bends the hinge or tears its mounting. Free and lubricate the hinge before condemning anything electrical, and check the aperture's drain if one is fitted — a blocked drain keeps the hinge permanently wet.
Typically an easy fix. Often worth checking before paying anyone to look.
