Driveable, with hard cold starting likely. If several glow plug faults are stored alongside this one, the communication link is the more probable single cause — worth raising before a full set of plugs is fitted.

What this code means

The engine module and the glow plug module have lost communication. The glow plug module reports back which plugs are drawing current and for how long, and without that report the engine module cannot confirm the pre-heat happened at all.

Several glow plug faults appearing together with this code point here rather than at the plugs — the engine module is not hearing about them rather than the plugs having failed. That distinction is worth making before a set of plugs is quoted for.
