What to do
On a frozen morning: do not stab the pedal against it — switch off, wait, let the engine's warmth clear the ice, and it usually releases within minutes of running. If it recurs every cold snap, ask about the crankcase breather and whether a heated throttle or revised breather part exists for the vehicle; this is a known-weather fault with known fixes.
What this code means
The throttle blade is physically blocked by ice — one of the corpus's few codes that names weather as the mechanism, and a fault with a schedule: it appears on freezing mornings and is gone by lunchtime.
The ice is home-made. Crankcase ventilation feeds moist vapour into the intake just upstream of the throttle; in hard cold, that moisture freezes where it lands, and the film builds where the blade meets its housing until an electronic throttle's self-test finds the blade will not move freely. The module refuses to fight a blocked throttle — forcing it would strip the gears in the actuator — so it stores this code and drops into limp.
The pattern is the diagnosis: first start on a hard-frozen morning, limp mode, then a car that is completely normal once warm. Repeat offenders usually have a contributing fault that loads the vapour with extra moisture — a failing crankcase breather, short-trip running that never boils condensation off — and cold-climate vehicles often have heated throttle housings or revised breather routing available as the permanent fix.
