Usually driveable. Cleaning rather than replacement often fixes this properly. If the vehicle does mostly short, cold journeys, expect it to recur — that driving pattern is what produces the deposits.

What this code means

The EGR throttle valve is moving, but not to the commanded position or not quickly enough. Carbon build-up on the butterfly and its bore is the dominant cause — the valve closes onto its own deposits and cannot reach the position the module expects.

Cleaning is frequently a genuine repair here rather than a temporary measure, provided the deposits are removed properly and whatever produced them is addressed. Heavy carbon in the intake usually indicates high EGR flow over many short journeys, so the driving pattern is part of the diagnosis.
