Faulty throttle position sensor
The sensor reporting where the throttle plate actually is, as opposed to where the pedal asked for. Modern throttle bodies carry two of them so the readings can be cross-checked, and a disagreement drops the engine into reduced power rather than trusting either — which is why the symptom is usually limp mode rather than a driveability oddity.
