What to do
Ask for the sensor to be removed and cleaned before it is replaced — sludge across the contacts causes this more often than a failed sensor, and what is on it tells you something about the state of the fuel tank. Have the water trap drained at the same time, since a doubtful reading is not evidence that there is no water.
What this code means
The water-in-fuel sensor is producing a reading that is electrically valid but implausible — a value that corresponds to neither clean fuel nor water.
Contamination rather than failure is the usual explanation. These contacts sit at the very bottom of the filter housing, which is exactly where sludge, algal growth in long-stored diesel, and rust from a steel tank all settle. A film across the contacts changes their conductivity to something in between, which is precisely what this code describes. Cleaning the sensor is frequently the whole repair, and finding sludge on it is itself useful information about the state of the tank.
A sensor reading in between should not be assumed to mean no water. Where there is doubt, draining the trap costs nothing and settles it.
