Genuine converter over-temperature from misfire or rich running
The converter genuinely running above its temperature limit because unburnt fuel is reaching it and igniting inside. The over-temperature code is accurate — this entry exists to say that the reading is real and the cause is upstream.
A converter has no cooling. Fuel that did not burn in the cylinder burns in the substrate, and temperatures climb far beyond design within minutes. A flashing engine warning light means exactly this and is the module calculating that damage is imminent — which is worth telling any driver who asks why one light flashes and another does not.
So the repair order is fixed: find the misfire or the rich condition first. A dead coil, a leaking injector, high fuel pressure or a coolant temperature sensor holding the engine in enrichment are the routes, and each will have stored its own code. Judge the converter only after the cause is fixed — it may have survived if the fault was caught quickly, and replacing it first simply destroys the new one.
