Usually driveable. A slow warm-up or weak heater in cold weather is a related symptom worth mentioning.
What this code means
The exhaust pressure control valve is responding, but not as commanded — moving partially, slowly, or not reaching its commanded position. Partial seizure rather than complete seizure, and carbon on the spindle is the usual mechanism.
Comparing commanded against actual position while sweeping the valve is the test that separates a binding valve from a failed actuator or position sensor.
