What this usually means
A car heater is a small radiator fed by engine coolant, so a cabin that will not warm is usually a coolant problem rather than a heating one. That reframing does most of the work here, because it puts the thermostat, the coolant level and air in the system ahead of anything inside the dashboard.
Where it accompanies a slow-warming engine, the thermostat is the common cause of both — stuck open, the coolant never reaches the temperature the heater needs, and the gauge never reaches its normal position either. Two symptoms, one inexpensive part, and it is worth checking the gauge before anything is dismantled.
Air in the system is the other cheap answer and it follows any work where coolant was drained. An air lock in the heater circuit means hot coolant is not reaching the matrix at all, and the tell is characteristic: heat that comes and goes with engine speed, or a heater that blows cold at idle and warm when driving. Bleeding to the manufacturer's procedure is the repair.
A blocked matrix is the version that needs stripping, and it announces itself by asymmetry — one side of the car warm and the other cold on a dual-zone system, or a matrix whose inlet pipe is hot and outlet cold when felt by hand. That hand test is worth doing early, because it separates a flow problem from a control problem in seconds.
And the control side is real. A blend flap that has jammed, or its actuator, delivers cold air past a perfectly hot matrix — and on most cars that fault clicks audibly as the actuator hunts.
