What this code means
The circuit that measures isolation has failed — the watchdog, not the thing it watches.
The distinction against P0AA6 is the block's circuit-versus-event pattern at its most important: that code says isolation degraded, this one says the instrument checking it stopped working. No leakage is implied. But a system that cannot verify its own isolation is treated conservatively — some vehicles restrict charging or operation until the measurement is restored, because running unverified is the one thing a safety monitor must not allow.
The sensor is part of the battery module on most designs, so the external diagnosis is its wiring; the internal one is qualified-workshop territory.
