This is the supply, not the command, and the corpus already carries the other half — the fan control circuits at P0A96 and P0AC5 are the module telling the fan what to do. This is the power it needs to do it. A fan being correctly commanded with nothing to run on behaves exactly like a failed fan, so the two are indistinguishable from the driver's seat and only one of them costs a fan.
What makes it worth chasing rather than living with is what the fan is for. A traction battery's usable power and charging rate are both limited by temperature, so a pack that cannot be cooled is a pack the car will not let you use properly — reduced performance on a hot day, slower charging, and on some vehicles a refusal to fast-charge at all. The damage being prevented is real: heat is the main thing that ages a lithium pack besides time.
