The intake manifold tuning valve is stuck in its closed position — the other half of P2070's split, with the same mechanics and the mirrored symptom: whichever end of the powerband the closed state serves is present, and the other end is missing.
Everything else transfers: carbon and linkage as the causes, the position sensor family as the witness, and cleaning before replacement as the economics.
