Cause
Broken manifold runner linkage
The rod or lever connecting the actuator to the intake flaps, snapped or unclipped. The actuator moves correctly and nothing else does, so an electrical test passes and the fault is purely mechanical — the linkage is usually plastic and usually broke because the flaps had seized with carbon.
Typically a moderate job.
