What this code means

The tuning valve's reported position is electrically alive but implausible — commanded one way with evidence of another. This is the variant that catches a binding valve before it seizes outright: position lagging or stopping short of command is carbon building on the shaft, announced early. The P2070 mechanics apply; catching it here is the cheap version.
