Check for anything under the pedal first — it is free and it is a genuine cause. Otherwise ask whether codes are stored for other sensor letters as well: several together point at the shared mechanism rather than at a sensor, which changes what should be replaced.
What this code means
The learned fully open position for sensor C has drifted. The full argument is under P2164 and applies unchanged — including the obstruction check, which costs nothing and resolves a real share of these.
What the letter adds is where to look. A maximum stop code on one sensor points at that sensor's own output or its own share of the linkage; the same code on several letters at once points at the mechanism they are all measuring, because independent sensors do not drift together by coincidence. That is the same discrimination the minimum stop family makes at P2113, and it is worth applying before any part is chosen.
