What to do
Ask what the fuel filter looked like when it was last changed — varnish and debris are what stick these valves, and a new regulator in dirty fuel is a repeat purchase scheduled in advance.
What this code means
The B regulator's circuit is electrically whole but the valve is not doing what it is told — commanded flow and delivered pressure disagreeing, which is the variant that catches a sticking valve rather than a broken wire.
Metering valves stick for fuel-side reasons: varnish from aged fuel, debris from a failing pump upstream, water past the filter. The corpus's diesel rule applies — fuel condition is a diagnostic question — and a regulator that sticks after the vehicle sat, or after questionable fuel, has told you its story. The P0949-shape caveat travels too: a replacement regulator behind the same contaminated fuel sticks the same way.
