Restricted fuel filter
A filter blocked enough to limit flow. It shows under load rather than at idle, because demand at idle is a fraction of what the filter can still pass — so the complaint is hesitation on hills or at speed with a perfectly normal tickover, and it is regularly diagnosed as a failing pump.
Typically an easy fix. Often worth checking before paying anyone to look.
