What to do
The car drives normally. Ask for the valve to be checked for carbon seizure as well as the wiring — it sits in the exhaust gas path and cokes up, and a seized valve can be freed rather than replaced.
What this code means
The EGR cooling valve control circuit reads below its valid range, normally a short to ground. The mechanism the valve serves is at P2425.
Carbon deserves naming alongside the electrical causes, because this valve sits directly in the exhaust gas path and seizes for the same reason everything else in that path does. A valve held by deposits draws more current trying to move, which is one route to a circuit reading low, and cleaning is then the repair rather than replacement.
