The car drives normally and you will notice nothing. It will affect an emissions test, because the catalyst takes far longer to start working from cold. Worth fixing before a test.

What this code means

The catalyst heater control module's supply voltage is faulty.

A heated catalyst exists to solve the one emissions problem that cannot be solved by tuning: a catalyst does nothing until it is hot.

Roughly the first ninety seconds after a cold start produce the majority of a modern car's tailpipe emissions, not because the engine runs badly but because the catalyst is below its light-off temperature and is simply passing the exhaust through. Every other measure — cold start EGR at P2AA3, retarded timing, a rich warm-up — is a way of attacking that same window.

An electrically heated catalyst attacks it directly, drawing several kilowatts to reach light-off in seconds rather than minutes. That is a serious electrical load, which is why it has its own control module and, on many vehicles, a 48-volt supply rather than 12.

A supply voltage fault is usually the supply, not the module. These heaters draw enough current that their feed is a substantial cable with its own fuse or relay — worth checking before the module, and cheaper.

Nothing about this affects how the car drives, which is exactly why it goes unrepaired — and why it fails emissions tests.
