Cause
Failed EGR vacuum solenoid
The solenoid switching vacuum to open the exhaust gas recirculation valve. Cheaper than the valve and it fails more often, so it belongs first — and because the valve itself is usually seized with carbon, a working solenoid pushing against a stuck valve produces the same code.
Typically an easy fix. Often worth checking before paying anyone to look.
