Cause
High resistance in solenoid wiring
A connection that conducts but not well enough — corroded, or a terminal barely gripping. Worse than an open circuit to diagnose, because everything appears connected: the solenoid gets some current and moves slowly or not at all, so it fails under load and tests fine at rest.
Typically a moderate job.
