What this code means
Voltage on the fuel volume regulator control circuit has fallen below the expected range, which normally means the circuit is shorted to ground somewhere between the module and the regulator. Chafed harness sections where the loom passes over the engine are the usual culprit, since this circuit runs through a hot, vibrating environment.
