Driveable with no symptom you would notice. Will fail an emissions test.
What this code means
The purge flow sensor reads within its electrical range but not plausibly — reporting flow when the purge valve is commanded shut, or none when it is open. A blocked or split purge line produces this while the sensor is healthy, so the pipework is worth checking before the sensor.
