Driveable. If cruise control switches on but will not take a speed, that is the characteristic symptom of this fault.
What this code means
A fault in the set signal, which stores the current speed and engages control. Where it is stuck active the system may repeatedly attempt to re-set the target speed; where it never arrives, cruise control switches on but will not take a speed.
That second presentation — the light comes on but nothing happens when you press set — is distinctive and worth reporting precisely.
