What this code means

The fourteen-volt output is oscillating — swinging where it should hold steady.

Instability has a different suspect list from a plain high or low: a converter hunting against a failing twelve-volt battery (the battery is the output's ballast, and a worn one lets the voltage bounce), a loose battery terminal or earth making and breaking under vibration, or the converter's own regulation failing. The flickering the driver sees is the diagnosis: lights that pulse at idle point at regulation or battery, lights that flicker over bumps point at a connection.
