If the vehicle has recently had high-voltage work, say so — reseating is free and it is the first thing a technician should check. As P0B33, nothing here is a home job and the circuit is never bypassed.
What this code means
The service disconnect circuit is responding, but not the way it should — a reading inside its range that does not match what the state of the plug says it ought to be.
Performance is where a partially seated disconnect lives. A plug fully out gives a clean open; a plug fully home gives a clean closed; a plug one click short gives something in between, and something in between is exactly what this code describes. That makes it, more than any of its siblings, the code that points at the latch.
