What this code means
The EGR cooler is no longer cooling as it should — measured, not guessed: temperature sensors bracket the cooler, and the drop across it has fallen below threshold. The paired-sensor rule of P2182, applied to exhaust plumbing.
What fouls a cooler is its own working fluid. Exhaust soot bakes onto the cooler's internal passages layer by layer, insulating the very surfaces built to shed heat — so efficiency declines as deposit grows, and this code is the measured version of that decline. Hot EGR then defeats its own purpose: recirculation reduces oxides of nitrogen because it is cool, so a fouled cooler quietly pushes NOx up while nothing feels different. The other honest cause is coolant-side: an airlock or restriction on the water side starves the exchanger from within, which is why cooling system work shortly before this code is worth mentioning.
