What to do
Nothing dramatic follows — the tell is either cold mornings getting rougher (stuck cooling) or nothing at all (stuck bypassing, with NOx as the invisible cost). Ordinary wiring-first electrical work.
What this code means
The control circuit for bank 2's EGR cooler bypass reads low — and the bypass deserves its introduction, because a valve built to avoid a cooler looks like a contradiction until the cold start is considered.
A cold engine wants its EGR hot. Cooled exhaust gas fed to a cold engine condenses — acidic, sooty moisture that corrodes and fouls — and destabilises an already-reluctant cold burn. So a flap routes recirculated gas around the cooler until the engine warms, then swings it through for the NOx benefit cooling exists to give. The bypass is a warm-up device, exercised twice per journey and soot-coated like everything else in this plumbing.
A control circuit stuck low leaves the flap wherever its spring holds it — one mode permanently. Which mode decides the symptom: stuck bypassing runs hot EGR always (NOx up, intake heat up, nothing felt); stuck cooling gives the cold-start roughness and condensation the bypass was built to prevent. The wiring is the diagnosis; the flap's own seizure belongs to the position-sensor family next door.
