What to do
There may be nothing to feel at all; higher fuel consumption is often the only sign, and it is easy to blame on the weather or the traffic.
Work through the cheap causes in the order given at P2646 — the oil pressure switch that confirms the actuator, then the mesh screen in the solenoid, then the oil itself — before anything inside the engine is discussed.
What this code means
The B rocker arm actuator on bank 1 was commanded and did not engage, or could not be confirmed as having engaged. The cost order for investigating that — pressure switch, solenoid screen, oil, solenoid, mechanism — is at P2646 and applies unchanged.
On a cylinder deactivation engine this is the code with no symptom at all and a running cost. Fewer cylinders shut down than the strategy intended, so the engine simply never saves the fuel it was designed to save. Nothing feels different, nothing sounds different, and the only evidence is at the pumps — which is why it gets attributed to winter, to traffic, or to the way it is being driven.
