What this code means

The B rocker arm actuator on bank 1 engaged and did not release. The consequences, and the mechanical reason for not driving it, are at P2647: a mechanism jammed part-way can lose contact with its cam lobe and strike it again under valve spring load, and camshaft and lifter damage is a documented outcome.

Expect a rough idle and poor low-speed running on a variable lift engine, or a persistent misfire feel and vibration on a deactivation engine with a cylinder held shut.
