Incorrect outside temperature display
The displayed ambient temperature is obviously wrong. Often heat soak from a poorly sited sensor rather than a failure — reading high after a stop and recovering once moving is the tell.

What this usually means
Often heat soak from a poorly sited sensor rather than a failure — reading high after a stop and recovering once moving is the tell. That pattern is so characteristic that it is worth checking before anything else, because it is not a fault at all.
The mechanism explains it completely. The sensor sits low at the front of the car, in the airflow, and when the car stops it is surrounded by heat radiating from the road surface and from the engine bay. So a display that reads twenty-eight degrees in traffic on a fifteen-degree day, and falls to fifteen once moving, is behaving exactly as its physics dictates — and most vehicles apply a damping strategy that lets the reading rise slowly and fall quickly for the same reason.
A reading that is wrong while moving is a genuine fault, and the sensor is exposed: it sits behind the grille or in a bumper duct where it meets stones, salt and water. Corrosion at its connector is more common than failure of the element.
A reading that is wrong in one direction only is diagnostic. Reading permanently high with the car moving points at heat soak that is not clearing — often a sensor mounted too close to the radiator after a repair. Reading permanently low points at the sensor or its wiring.
