What this usually means
This precedes failure, and turbo failure sends debris into the engine. That is the reason to act on a noise rather than monitor it: when a turbocharger lets go, the compressor wheel's fragments go downstream into the intercooler and the inlet, and the engine ingests what it is given.
A rising siren-like whine that was not there before indicates bearing wear or a shaft running out of true. A healthy turbocharger produces a smooth rush that most people never notice; a defined, rising siren is a shaft whose clearances have opened.
Check the oil supply before the turbocharger, because the turbocharger is usually the victim. These bearings are lubricated and cooled by engine oil at high temperature, so a restricted or coked oil feed, an overdue service, or the wrong grade destroys them — and a replacement fitted to the same restricted feed fails the same way. Ask what oil, at what interval, and check the feed pipe is clear.
Shaft play is the confirmation and it takes minutes. With the inlet ducting off, the shaft should turn freely with a very small side-to-side movement and essentially no in-and-out movement — and the wheel should never touch the housing. Contact marks on the housing are conclusive.
Oil in the charge pipes is corroborating evidence that the seals have gone with the bearings, and it is visible without dismantling anything.
Two impostors are worth excluding, because both are cheaper. A leak in the charge system produces a whistle rather than a siren and rises with boost — that has its own entry. And a worn ancillary belt or tensioner whines with engine speed and stops with the belt off, which is the free test.
