What this code means
The heater circuit for the upstream bank 1 oxygen sensor is reading lower than expected, which usually means a short to ground or a heater element that has failed short. Measuring the heater's resistance across its two dedicated pins and comparing against specification separates a failed sensor from a wiring fault in a couple of minutes.
