What this code means
Voltage on the bypass valve circuit is above the expected range — a short to supply or an open circuit. Where the valve is a vacuum-operated type driven by a separate solenoid, remember that this code describes the electrical side only; a valve that is electrically healthy can still fail mechanically without setting this code at all.
