Driveable. If the fan sounds laboured or noisy, that supports a genuine mechanical fault rather than a sensor problem.
What this code means
Fan speed feedback is present but implausible — reporting a speed that does not match the command, or one that does not change when the command does. Stiffening bearings produce this genuinely, by making the fan turn slower than commanded, so a plausibility fault here may be reporting a real mechanical problem rather than a sensor one.
