Driveable. Watch the temperature in heavy traffic and when towing, since the second fan is the cooling reserve.
What this code means
The second cooling fan control circuit is reading low — a short to ground or a relay stuck closed. On staged systems the second fan often also serves the air conditioning condenser, so a fault here can present as an air conditioning complaint.
