Air conditioning not engaging
The compressor does not run when air conditioning is selected. Sometimes an air conditioning fault, but the control module will also inhibit the compressor when it does not trust the ambient temperature reading.

What this usually means
The compressor does not run, and the useful question is whether the system has decided not to run it or cannot. Those are different faults and the control side is checked first because it is free.
The module will inhibit the compressor when it does not trust the ambient temperature reading — most systems refuse to engage below roughly 3 to 5 °C to avoid icing and compressor damage, so an ambient sensor reading falsely cold produces a system that never works even in summer. That sensor sits in the airflow at the front of the car where it is exposed to damage and to radiated heat from the road, and it is a common and inexpensive failure.
Refrigerant pressure is the other inhibit and it is the commonest genuine cause. The system will not engage the clutch if pressure is below the low-pressure switch's threshold, because running a compressor without refrigerant means running it without the oil the refrigerant carries. So a system that has leaked down refuses to engage rather than blowing warm — and since air conditioning is sealed and should never need topping up, a system low on gas has a leak by definition.
Then the ordinary electrical population: the fuse, the relay, the clutch coil, the pressure sensor and the control request itself. Command the compressor on a scan tool — one that engages on command has proved its clutch and supply, and moved the fault to the request.
And an engine that refuses the request is real. The compressor is a large load, so a management system already struggling at idle may decline it deliberately.
