What this code means
The second battery cooling fan runs when it should not — P0A83's fault on the second fan, with the same two costs: noise from behind the rear seat, and a twelve-volt battery drained by a fan that never sleeps.
The same normal-behaviour caveat applies: bounded after-run on hot days is design, indefinite running is this code.
