Expect a flat spot or restricted power. Worth asking whether the flaps themselves were checked for free movement as well as the electrics — the two faults feel identical from the driver's seat and are repaired differently.

What this code means

An electrical fault in the circuit driving the manifold runner actuator on bank 1, as distinct from the flaps being mechanically stuck.

The distinction is worth making because the repairs differ entirely. A stuck-flap code means carbon and a cleaning job; a circuit code means wiring, a connector or the actuator's own motor or solenoid, with the flaps potentially in perfect condition. Both produce the same driving complaint, so the code family is what separates them rather than the symptom.

On vacuum-operated systems, the "circuit" is the solenoid that admits vacuum rather than a motor, and a perished hose downstream produces a fault that measures as electrically healthy while nothing moves. Checking the vacuum actually reaches the actuator is worth doing before the part is condemned.
