Expect reduced power and rough running. Ask for the supply and fuse to be checked before the valve is replaced — those are the cheap end of the same code.

What this code means

The second regulator's control circuit reads above its valid range — an open circuit, a short to supply, or a solenoid winding that has failed open.

An open winding is the ordinary end-of-life failure for a valve that is energised continuously and modulated constantly, so on a high-mileage engine this is often the valve rather than a fault to chase. The supply and its fuse are the cheap checks that come first.
