The car drives normally in most cases. This concerns a monitor on the cooling system that reports whether the coolant circuit has been opened or interfered with.
If the car has recently had cooling system work — a radiator, a thermostat, a coolant change, a hose — mention it. That is by far the most likely explanation, and it may simply need resetting after legitimate work.
On commercial and fleet vehicles this can matter more, because the cooling system is part of the emissions strategy on some of them and a tamper report can restrict how the vehicle runs. If the vehicle has gone into a reduced-power mode, treat it as connected to this rather than as a separate problem.

This code's title is worth addressing directly, because it reads as though something has gone wrong with it: the standard renders it with a doubled preposition — "Invalid Data Received From With Radiator Anti Tamper Device".
That is the standard's own error, not a transcription mistake here. Three unrelated public transcriptions carry the same doubled words verbatim, which is how an error in the source document is distinguished from one introduced by a copier. The corpus records the title as the standard writes it and says so rather than silently tidying it, because a reader comparing against a scan tool should find what their tool shows.
