What this usually means
A fluttering or warbling noise when the throttle closes at boost indicates the bypass or recirculation valve is not venting compressed air as it should, which puts avoidable load on the turbocharger's thrust bearing.
The mechanism is worth understanding because it explains why the noise is a warning rather than a character. When the throttle shuts, the compressor is still spinning hard and the air it is pushing has nowhere to go — so it stalls against the closed throttle and surges back through the wheel. The recirculation valve exists to open at that moment and route the air back to the compressor inlet. A valve that does not open leaves the compressor to absorb that reversal, and the thrust bearing takes the load.
On a factory turbocharged car this noise is not normal, however much it is celebrated in some quarters. The manufacturer fitted a recirculation valve precisely to prevent it, so hearing it means the valve is not doing its job — a perished diaphragm, a failed electrical valve, a disconnected vacuum line, or a valve held off its seat by carbon.
A blow-off valve venting to atmosphere produces the same sound deliberately, which is why an aftermarket one is often the explanation. That has a second consequence worth stating: air that has already been measured is being dumped overboard, so the mixture goes rich on every lift and the management fights it.
Check the vacuum supply before the valve. A perished hose or a failed check valve leaves a perfectly good valve without the signal to open, and that is much the cheaper repair.
