What to do
Driveable in most cases but with poor power and economy. Get it measured properly rather than replacing parts on suspicion; the regulator and the pump present alike.
What this code means
The pressure regulator is electrically sound but is not holding pressure where it is asked to. This is a performance code, so it catches the mechanical failures the circuit codes miss — a worn regulator spool, a weak spring, or contamination holding the valve off its seat. Because a worn high-pressure pump produces the same symptom, measure actual against commanded pressure across the load range before deciding which part is at fault.
