What to do
Gear changes in one direction may be slow or inconsistent. Ask whether the actuator's current draw was compared against specification rather than only the circuit being checked for continuity.
What this code means
The forward shift actuator is responding, but outside the window the module expects — slower than commanded, or drawing more current than the movement should need.
Rising current is the measurement worth having, as it is for every actuator in this block. A mechanism that has begun to bind takes more to move the same distance, and that trend appears in recorded data long before a shift actually fails.
